Former Bourne town treasurer Karen E. Girouard has been appointed to the town’s OPEB, or Other Post-Employment Benefits, Trust that is responsible for overseeing the town’s OPEB fund responsibilities.

The trust assures that the fund’s assets are held solely to meet the town’s current and future group health insurance benefits liabilities for retirees and their dependents.

Other members of the trust include Bourne Board of Selectmen chairwoman Judith M. Froman, Finance Committee chairwoman Mary Jane Mastrangelo and Finance Director/Treasurer Erica Flemming. Town Administrator Anthony E. Schiavi serves as an ex officio member of the trust.

Ms. Girouard was appointed as the trust’s retiree representative. Her appointment was made during the selectmen’s remote meeting Tuesday, April 6.

Ms. Girouard was a town employee for 31 years. She retired as town treasurer in July 2018. She told the selectmen that she has “a very long history” with managing health insurance for the Town of Bourne.

“The fact that I could serve as one of the trustees as a retiree would be my honor,” she said. “I would love it.”

Board members and other town officials were quick to acknowledge Ms. Girouard’s suitability for the position, based on her record as town treasurer in Bourne.

“If anybody’s going to advocate and protect the retirees’ best interests, it’s Karen,” Selectman Peter J. Meier said. “The retirees will be in great hands.”

Selectman George G. Slade called Ms. Girouard “a perfect match” for the position, given her passion for OPEB. His board colleague said Ms. Girouard has the necessary experience from her time working for the Town of Bourne.

Selectman Jared P. MacDonald said, “During her tenure, all of these things were run very well. She did a really great job.”

Finance committee chairwoman Mary Jane Mastrangelo added her endorsement of Ms. Girouard. Ms. Mastrangelo called her an excellent candidate who was very vigilant about OPEB as town treasurer.

“I would highly recommend Karen for this position,” she said.

The board voted unanimously in favor of appointing Ms. Girouard’s to the OPEB trust fund. The appointment is for one year, to April 5, 2022.
