Proposals come before the Town of Bourne one at a time. The town planner looks at each one to see how it fits with zoning bylaws. The planning board chairman assigns a reviewer. A public hearing is held. Citizens have their say. Conditions may be stated. The decision is finalized. The next proposal starts.
Little by little, a bit of what Bourne was is proposed to be something different. In the case of a wooded area, the proposal is often called a development. Seldom is any one project next door to you or me. Life goes on.
Thinking about the land itself, which 400 years ago was entirely undisturbed and mostly wooded, it has gone a long way to becoming something else.
