NOTICE TO BIDDERS

The Town of Falmouth, Department of Public Works, will accept sealed bids for:  

Intersection Improvements Sandwich Road and Route 151

Bids will be received in the Office of the Town Engineer, Falmouth Public Works, 416 Gifford Street, Falmouth, MA 02540 on or before the following time and date: 1:00 P.M. on Friday, April 16, 2021 at which time and place the Bids will be publicly opened and read.

Bidding Documents will be available after 8:00 A.M on Thursday, March 18, 2021 and may be examined and/or obtained at the office of the Engineering Division of the Department of Public Works, 416 Gifford Street, Falmouth, MA 02540.

A mandatory pre-bid meeting is scheduled on site for Wednesday March 31, 2021 at 10:00 AM. 

Bidders requesting Contract Documents by mail shall include an additional non-refundable check payable to the Town of Falmouth in the amount of $15.00 per set, to cover costs of handling and mailing.  

General Bids must be accompanied by a bid deposit.  The amount of the bid deposit shall be an amount of 5 percent (5%) of the Bidder's maximum total bid price, payable to the Town of Falmouth, MA. The bid security will be retained until the successful bidder has executed the contract with the Town, whereupon it will be returned. If the bidder fails to execute the contract within 30 calendar days of the Notice of Award, the Town may annul the award and the bid security will be forfeited.

Bidders may not withdraw their Bids for a period of 120 calendar days, after the actual date of the opening of the Bids.

The successful Bidder must furnish a 100 percent (100%) Construction Performance Bond and a 100 percent (100%) Construction Payment Bond with a surety company licensed to do business in the Commonwealth of Massachusetts.

Wage rates for this Project are subject to the minimum wage rates as per M.G.L. Chapter 149, Section 26 to 27D inclusive. 

The bidding and award of this Contract will be under the provisions of M.G.L. Chapter 30, Section 39M.

The Town reserves the right to waive any informality in or reject any and all Bids, or to accept the Bid deemed to be in the best interest of the Town of Falmouth.

The FALMOUTH CONSERVATION COMMISSION will hold a public hearing under Section 40, Chapter 131 of the general laws of the Commonwealth of Massachusetts Wetlands Protection Act and/or the Town of Falmouth Wetlands Protection Bylaw on Wednesday, March 31, 2021 at 7:00 PM. 

In accordance with the Governor’s Order Suspending Certain Provisions of the Open Meeting Law, G. L. c. 30A, § 20, relating to the 2020 novel Coronavirus outbreak emergency, the March 31, 2021 public meeting of the Falmouth Conservation Commission shall be physically closed to the public to avoid group congregation. 

Alternative public access to this meeting shall be provided in the following manner:

1.The meeting will be televised via Falmouth Community Television.

2.Real-time public comment can be addressed to the Conservation Commission utilizing the Zoom virtual meeting software for remote access.  This application will allow users to view the meeting and send a comment or question to the Chair via the Chat function. Sealed bids for furnishing the following item will be received online at www.bidexpress.com until the time specified below at which time the bids will be publicly opened and read.  The work consists of hot mix asphalt paving, drainage, and other work as described in the contract documents. at the Sandwich Marina boat storage yard, Sandwich, Mass. and other work as specified in the Contract Documents.
