ARCHITECTURAL CONSULTANT SERVICES 

REQUEST FOR QUALIFICATIONS

The Chief Procurement Officer of the Town of Falmouth, at the direction of the Town Manager, hereby requests the submittal of qualifications from qualified professional firms for design development, construction documents and construction administration services for the renovation of the Falmouth Police Station at 750 Main Street. The design fee shall be negotiated.

This solicitation is being conducted in accordance with the provisions of Massachusetts General Laws (MGL) Chapter 7C, Sections 44 - 59.  All contracts must be strictly awarded in accordance with the requirements of MGL Ch. 7C Sections 44 – 59 and this Request for Qualifications (RFQ). If it becomes necessary to revise any part of this RFQ or otherwise provide additional information, an addendum will be issued to all prospective proposers who received copies of the original request.

Qualifications are due on September 28, 2020 at 2:00 p.m. in the office of the Town Manager, 59 Town Hall Square, Town of Falmouth, MA 02540-2777. Qualifications will be opened and read immediately following closing time and will not be public. Contract will be awarded within approximately 30 days. Specifications and required forms are available on the Town of Falmouth Website, http://www.falmouthmass.us/bids.aspx  beginning August 26, 2020. Contact: Chief Procurement Officer  jennifer.mullen@falmouthma.gov.  All Qualifications must be received in a sealed envelopes properly marked prior to the Qualification due date and time. NOTICE TO BIDDERS

Sealed Bids for Demolition, Asbestos Removal and Impacted Soil Removal will be received in the Department of Public Works Engineering Division, 416 Gifford Street, Falmouth, MA 02540 on or before the following time and date: 2:00 P.M. on September 15, 2020 at which time and place the bids will be publicly opened and read.

The project consists of contaminated soil removal, clean material placement and cleanup of a portion of property as defined in the project specifications.  

Bidding Documents will be available after 8:00 A.M on WEDNESDAY, August 26 2020, and may be examined and/or obtained at the office of the Engineering Division of the Department of Public Works, 416 Gifford Street, Falmouth, MA 02540.

Bidders requesting Contract Documents by mail shall include an additional non-refundable check payable to the Town of Falmouth in the amount of $15.00 per set, to cover costs of handling and mailing.  

A mandatory Pre-Bid meeting will be held to inspect the site on Wednesday, September 2, 2020 at 11:00 AM. Interested Contractors shall meet at the site.

General Bids must be accompanied by a bid deposit.  The amount of the bid deposit shall be an amount of 5 percent (5%) of the Bidder's maximum total bid price, payable to the Town of Falmouth, MA.  The bid security will be retained until the successful bidder has executed the contract with the Town, whereupon it will be returned.  If the bidder fails to execute the contract within 30 calendar days of the Notice of Award, the Town may annul the award and the bid security will be forfeited.

Bidders may not withdraw their Bids for a period of 120 calendar days, after the actual date of the opening of the Bids.

The successful Bidder must furnish a 100 percent (100%) Construction Performance Bond and a 100 percent (100%) Construction Payment Bond with a surety company licensed to do business in the Commonwealth of Massachusetts.

Wage rates for this Project are subject to the minimum wage rates as per M.G.L. Chapter 149, Section 26 to 27D inclusive. 

The bidding and award of this Contract will be under the provisions of M.G.L. Chapter 30, Section 39M.

The Town reserves the right to waive any informality in or reject any and all Bids, or to accept the Bid deemed to be in the best interest of the Town of Falmouth.

Bids are welcome from minority and female businesses.

You have the right to obtain a copy of the Petition from the Petitioner or at the Court. You have a right to object to this proceeding. To do so, you or your attorney must file a written appearance and objection at this Court before: 

10:00 a.m. on the return day of 09/10/2020.

This is NOT a hearing date, but a deadline by which you must file a written appearance and objection if you object to this proceeding. If you fail to file a timely written appearance and objection followed by an Affidavit of Objections within  thirty (30) days of the return day, action may be taken without further notice to you.

UNSUPERVISED ADMINISTRATION UNDER THE MASSACHUSETTS UNIFORM PROBATE CODE (MUPC)

A Personal Representative appointed under the MUPC in an unsupervised administration is not required to file an inventory or annual accounts with the Court.  Persons interested in the estate are entitled to notice regarding the administration directly from the Personal Representative and may petition the Court in any matter relating to the estate, including the distribution of assets and expenses of administration.
